Most divers are particular about their gear, so it’s super hard to buy for them anyway.
And let’s face it, gift cards can sometimes feel a little too impersonal.
SOLUTION: One thing that every diver wants to do…? Dive!
Get them diving. Experiences always win, and they happen later so it’s like getting to give the gift twice!
Talk to your local dive shop or charter boat and see about booking them a trip, or even a class.
Ask their instructor what certifications or trips they may have expressed interest in. 
Many divers, even experienced ones, love taking new specialty courses.
If you absolutely dont know what to get, here are a few more:
Spare dive light.
Spare dive knife or line cutter.
Save-a-dive kit
Weight bag (if they own their own weights)
Tank fill checker (If they own tanks)
Portable Oxygen Analyzer (pricier but can be really handy)
GPS locator that can dive (Nautilus and Garmin both make a good one) which prevents a diver from ever becoming lost. 
But no matter what, they’re probably wanting to go diving.
