Meet Paulo Oliveira, a biologist and one of Portugal’s leading figures in marine conservation.
For decades, Paulo has dedicated his career to protecting biodiversity, restoring habitats, and managing some of the Atlantic’s most important protected areas. As a Member of the Board of Directors of IFCN, IP-RAM, he has helped shape the future of marine conservation in Madeira and Porto Santo.
His work has also transformed the underwater experience for divers. Paulo coordinated the creation of two artificial reefs through the intentional sinking of large vessels, providing thriving new habitats while creating world-class recreational diving sites. In 2022, he also played a key role in the establishment of the Selvagens Islands Nature Reserve as the largest no-take Marine Protected Area in the North Atlantic.
At Diving Talks 2026, Paulo will share how science, conservation, and responsible diving can work together to protect our oceans while creating new opportunities for exploration and sustainable tourism.
